Phil Culpepper is a Managing Director and Head of Public Finance at American Veterans Group PBC, a veteran-owned broker-dealer, where he leads the firm’s municipal finance practice. A non-commissioned officer and U.S. Army veteran, Phil brings over 20 years of public finance experience spanning state government, public-private partnerships, and the capital markets.

Phil began his post-military career in Illinois state government, serving as Director of Debt Management for the State of Illinois, Deputy Executive Director and Chief of Staff of the Illinois Housing Development Authority, and as a bond analyst for the Illinois Tollway. During that tenure, he led the issuance of over $10 billion in bond and derivative transactions. After departing state government in 2010, Phil joined Ramirez & Co. as Head of Midwest Operations, where he served as their lead banker on over $15 billion in primary market offerings.

Phil holds a degree in Economics from Loyola University Chicago.

Jose Davila, PE, is an infrastructure advisory and project development executive with 26 years of experience in the infrastructure industry, including 18 years focused exclusively on public-private partnerships (P3s) and alternative delivery. He has advised public agencies, developers, and private sector partners on procurement strategy, due diligence, project structuring, and delivery of complex capital programs across the United States. His background includes work in transportation, social infrastructure, and major infrastructure investment initiatives, with a focus on aligning public objectives with private capital and delivery innovation. His most recent work includes P3 advisory services in Clackamas County, Oregon, and the City of North Miami, in Florida

William Oh is a Vice President – Senior Analyst on Moody’s Global Project & Infrastructure Finance team
based out of San Francisco. In his role, William primarily covers a portfolio of US public power credits, as
well as various infrastructure projects and transportation credits. Prior to joining the Global Project &
Infrastructure Finance team, William spent ten years on Moody’s Public Finance Group covering local
government credits in the western US.

Before joining Moody’s, William worked for ten years in various roles with the US Department of
Defense. During that time, he worked on both the Joint Chiefs of Staff and the Navy Staff.

William has an AB in History from Georgetown University and an MBA from the Yale School of
Management.

Kyle Glazier is Executive Editor of The Bond Buyer. He previously was the Washington Bureau Chief and has covered securities law, the Far West, and markets. He has previously written for the Houston Chronicle, Albany Times-Union, and The Denver Post. He holds a bachelor’s degree in English from Arizona State University and a master’s degree in journalism from the University of Colorado.

Steve is the Head of Municipal Credit Products at Flagstar Bank. In this role he is responsible for the bank’s municipal lending and government banking portfolios, including initial underwriting and portfolio management. Steve joined Flagstar in March of 2026 after 30 years as a Managing Director at Wells Fargo Securities, where he was the senior credit officer for the firm’s public finance, investor finance and municipal derivatives businesses. Prior to Wells Fargo, he was a Director at Standard & Poor’s in the Public Finance Department, running the lease and short-term debt groups. Steve has a Master’s in Public Policy from Harvard University and a BS in Corporate Finance from the University of Kentucky. He was co-author of, “The Winning Tradition, A History of Kentucky Wildcat Basketball”.

Dan Hartman is a Managing Director and President of PFM Financial Advisors LLC, bringing more than 30 years of experience in public finance. He most recently served as CEO of PFM and as a PFM Board Member from December 7, 2021 to April 7, 2025, when he led the firm through its transformation into a stand-alone financial advisory and consulting company. Dan now focuses his efforts on major client initiatives and strategic matters for PFM. 

Prior to Dan’s tenure as CEO, he led PFM’s Financial Advisory practice and was responsible for the full gamut of PFM’s municipal advisory services throughout the US. Earlier in his career, he headed the firm’s national utilities practice in the U.S., including a lead advisory role for the Los Angeles Department of Water and Power, Great Lakes Water Authority, DC Water, Municipal Gas Authority of Georgia, CPS Energy, San Antonio Water System, Orlando Utilities Commission, and the Southern California Public Power Authority.  

Dan has advised on some of the municipal market’s most complex and innovative transactions. His work includes public-private partnerships and multiple natural gas and renewable energy prepayment financings. Several of these engagements earned Bond Buyer “Deal of the Year” awards. 

He also provides expert witness testimony on legislative and regulatory matters and is a frequent speaker at public finance industry conferences and workshops. Prior to rejoining the firm, Dan held Managing Director roles at Bear Stearns and Citigroup Global Markets. He is a graduate of the University of North Carolina at Chapel Hill.
